SEC issues regulations for elections' observation

CAIRO, Dec 17 (Aswat Masriya) - Egypt's Supreme Elections Commission (SEC) has issued on Wednesday regulations governing civil society's observation of upcoming parliamentary elections.

In order to be granted observation permits, civil society organisations must be recognised under the NGO law, SEC spokesman said, adding that the organisations must enjoy a "sound" reputation, must be impartial, and have prior experience in monitoring elections.

The organisation must submit a copy of its recognition, and a document issued by the ministry of social solidarity proving its adherence to laws and regulations, Medhat Idris said in a statement.

An ample summary about the organisation, its license, activities, and previous experience in monitoring elections must also be provided, as well as the total number of observers in each governorate and the name of the organisation's representative, Idris added.

The date for receiving observation requests is yet to be set, Idris added.

The SEC will open the floor for the parliamentary elections during the last week of December, a government official told Aswat Masriya on Wednesday.

Egypt has been operating without a lower house of parliament since the Supreme Constitutional Court deemed its People’s Assembly unconstitutional in June 2012.
